The BLM Pathways Programs is a critical component in this effort by providing Federal internship and
employment opportunities for current students, recent graduates, and those with an advanced degree.

Internship Program: The BLM Internship Program is for current students (16 years of age or older)
enrolled or accepted for enrollment and seeking a degree (diploma, certificate, etc.) in a qualifying
accredited educational institution on a full– or half–time basis.
The two student appointment types are:
• • Career Intern (also known as a “Indefinite Intern” or “Intern without a not-to-exceed date
(NTE)”) is a Student Trainee in a developmental role on an excepted service appointment expected to last
more than 1 year. Upon successful completion of the Internship Program, an Intern may be
noncompetitively converted to a permanent or term appointment in the competitive service.
• • Intern NTE (also known as “Temporary Intern”) is a Student Trainee in a developmental role
on an excepted service appointment expected to last 1 year or less. Interns with an NTE date are hired on
a temporary basis to help complete short-term projects; perform short-term, labor-intensive tasks; or fill
traditional summer jobs. Conversion to a permanent or term appointment in the competitive service may
be offered in rare circumstances.
• Recent Graduates Program: The Recent Graduates Program provides an entry-level
developmental work experience opportunity designed to lead to a civil service career in the Federal
Government. The program targets individuals who have recently graduated from a qualifying accredited
educational institution. To be eligible, applicants must apply within 2 years of a degree or certificate completion; exception applies for some veterans.
Individuals appointed to this program are referred to as
Recent Graduates and most are placed in a dynamic, 1-year developmental program on an excepted
service appointment. Upon successful completion of the Recent Graduates Program, a Recent Graduate
may be noncompetitively converted to a permanent or term appointment in the competitive service.
• Presidential Management Fellows (PMF) Program: Since 1977, the PMF Program has been the
Federal Government’s premier leadership development program for advanced degree candidates. The
program targets individuals who have recently graduated from a qualifying accredited educational
institution. To be eligible, applicants must apply within 2 years of advanced degree completion.
Individuals appointed to this program are referred to as Fellows and are placed in a dynamic, 2-year
leadership development program on an excepted service appointment. Upon successful completion of the
PMF Program and receipt of certification from the OPM Executive Resources Board, a Fellow may be
noncompetitively converted to a permanent or term appointment in the competitive service.
